ネオコンたちの懺悔 (mea culpa) [ラテン語・外来語]
アメリカの中間選挙を前に、ネットで英文雑誌の特集をいくつか読んでみた。やはりイラク戦争へのブッシュ政権の対応が焦点になっている。そうした記事の紹介とあわせて、mea culpa という言葉を取り上げてみよう。
イラクの米軍兵士の後姿をとらえた白黒写真が印象的な Newsweek は、Fareed Zakaria の "The road out of Iraq" がカバーストーリーだが、ちょっと期待はずれ。とはいえ、この問題では誰が何を論じても「言うは易く、行なうは難し」とならざるを得ないだろう。そんなイラクでの八方ふさがりの混迷振り、また「出口政策」の難しさを浮き彫りにするような内容だった。
ブッシュ大統領の右半身だけを表紙にした TIME の特集 "The Lone Ranger" は（良くも悪くも）まとまっている、という感じだ。
一方、短かいが読みごたえがあったのが、Vanity Fair 誌の "Neo Culpa" という記事だ。イラク戦争を推進したネオコンたちへのインタビューのさわりをまとめたもので、次号に掲載される予定の本編のいわば予告編という。

この記事が面白いのは、現政権の政策と戦争遂行の仕掛け人たちが、現在のブッシュを痛烈に批判しているからだ。すでに大統領からは距離を置いている人たちばかりで、イラク戦争が泥沼化している現状から振り返った都合のいい hindsight ではあるが、自分たちは現政権とはもう関係ないのだということを印象づけようというのとあわせて、将来、歴史の評価・審判にさらされることを意識した弁明のようにも思えた。
記事のタイトルになっている neo culpa は、 mea culpa をもじったものだろうか。英語に取り入れられたこのラテン語は、
- an acknowledgement that one is at fault
- (plural mea culpas) formal apology: a formal apology or acknowledgment of responsibility or guilt
His grudging mea culpa failed to soothe feelings.

つまり、私が悪うございました、と自分の誤りを認めることである。英文記事の見出し等でもけっこう目にする。
さて、この記事に登場したネオコンたちのブッシュ批判をいくつか抜き書きしてみよう。
- In the administration that I served （レーガン政権のこと）, there was a one-sentence description of the decision-making process when consensus could not be reached among disputatious departments: 'The president makes the decision.' Bush did not make decisions, in part because the machinery of government that he nominally ran was actually running him.
- Bush doesn't in fact seem to be a man of principle who's steadfastly pursuing what he thinks is the right course. He talks about it, but the policy doesn't track with the rhetoric, and that's what creates the incoherence that causes us problems around the world and at home.
- The big shock to me has been that although the president said the words, he just did not absorb the ideas. And that is the root of, maybe, everything.
ついでに弁明の言葉も。
Huge mistakes were made, and I want to be very clear on this: They were not made by neoconservatives, who had almost no voice in what happened, and certainly almost no voice in what happened after the downfall of the regime in Baghdad. I'm getting damn tired of being described as an architect of the war.

We appreciate the Monday-morning quarterbacking, but the president has a plan to succeed in Iraq, and we are going forward with it.
とコメントしていた。Monday-morning quarterback はイディオム集のたぐいによく出てくると思うが、a person who criticizes or passes judgment from a position of hindsight のことである。
中間選挙は、共和党の敗北がもう決まったかのようにもみえるが、下院はともかく、上院では共和党が一部盛り返している州もあるという。しかしいずれにせよ、ブッシュの身内ともいえるグループが、選挙前にこうした批判を口にするところまで情勢は悪化しているということなのだろう。
