"Iraq Study Group Report"

- Our ship of state has hit rough waters. It must now chart a new way forward.

- Signs of stormy policy battles ahead
With the tax cut victory behind him, President George W. Bush may face rough sailing for the rest of his agenda because of shifting political winds on Capitol Hill.

- I would like to report to you that the agency (= the CIA) is back on a very even keel and sailing well.

- Prime Minister Junichiro Koizumi's administration, which had been sailing smoothly until a few months ago, now faces strong head winds amid a series of scandals.

- After losing a crucial upper-house vote on privatising Japan’s postal monopoly, the prime minister, Junichiro Koizumi, has called a snap election, triggering a civil war in his own party and taking the country into uncharted waters.
