stakeholder と「関係者」

安倍首相のアメリカと中東訪問にあわせて書かれた The Economist 誌の記事を読んだ。首相と日本の外交、エネルギー戦略について広く記述している。従軍慰安婦問題についての安倍発言についても触れているが、アメリカの一部の報道と比べれば、やや落ち着いた姿勢を感じさせるということもできるだろうか。今回はこの記事に出てくる “responsible stakeholder” という表現を取り上げたい。

- America needs Chinese co-operation, even leadership, in dealing with a North Korea that went nuclear last October. And in the longer run, it wants to tie China in as a “responsible stakeholder” of the international system. Neither goal is served if Japan riles its neighbours with high-handedness over its wartime past.

これは、去年までアメリカの国務副長官だった Robert Zoellick 氏が、2005年9月に行った中国についての演説で以下のように使った表現だ。

- I noted that for more than thirty years the United States worked with others to draw China out of isolation and into the international system. As it becomes a major global player, we are now encouraging China to become a responsible stakeholder that will work with the United States and others to sustain, adapt, and advance the peaceful international system that has enabled its success.

最初にこれを読んだ時、 経済用語と思っていた stakeholder はこうしたことにも使えるのだ、と面白く思った。私の手持ちの辞書には、専門性の高そうな経済や法律関係の語義しかあげられていない。

改めて調べると、この発言以前から、stakeholder は経済以外の文脈でも使われていたようだ。例えば、ある新聞の社説には、

- In recent years, the term stakeholder has been added to foreign-policy parlance.

とあった。ただ、ゼーリック氏の発言を受けて、この単語の使用がさらに広まったような気もする。

アメリカの対中赤字や人民元問題、さらに外交軍事面で中国の存在感が増大しているさなか、アメリカ政府高官が中国に対し、利害関係者としての自覚を持って国際社会で行動するよう促した発言内容が、この単語によってさらに印象づけられるものになったのではないかと思う。ゼーリック氏は、財務省や通商代表での経験が長いので、household word になっていたのかもしれない。

ネットで、この単語が使われた例をさらに拾ってみた。

- United Nations Secretary-General Kofi Annan in Vienna today again stressed the need for a diplomatic solution to the stand-off with Iran over its nuclear programme, urging “every important stakeholder” to return to the negotiating table in a spirit of openness to find a solution.

- Envisioning a real peace, with women as key stakeholders in Afghanistan, requires looking beyond symbols.

日本語の「関係当事者」にあたる英語として、私は people concerned, related parties, those involved くらいしか頭に浮かばないが、状況によってはこの stakeholder も使える単語といえそうだ。

Zoellick 氏は、ちょうど１年前に国務副長官を辞任したが、このほど世銀の次期総裁に指名されることが決まった。「ゼーリック」という表記が定着しているが、VOAのサイトにある固有名詞発音検索で確かめたら、-oe- のところの母音は get の /e/音であり、音をあえてカタカナで表すなら、「ゼリック」の方が近いかもしれない。
