During the event, which took place in Detroit, long-shot Democratic presidential candidate Mike Gravel ripped into several of his top-tier rivals for authorizing the use of force in Iraq in 2002.
(ABC News http://blogs.abcnews.com/politicalradar/2007/07/caught-on-tape-.html )

名詞の long shot は somebody or something unlikely to win: somebody or something that is unlikely to win a race or competition ということで、long-shot は形容詞にしたものだろう。

- In the parking lot of a deli just outside of Pittsburgh, where he had come to interview a long-shot candidate for Congress whose threadbare headquarters was upstairs, Mr. Jennings found himself on the receiving end of several hugs from loyal viewers.

- Aso is the long-shot and Tanigaki the man with economic credentials, but Abe is the far-and-away front-runner.

a person who is not successful, especially in a competition or an election (OALD) someone in a competition who is unlikely to do well or who has failed (Cambridge Advanced Learner's Dictionary)の方がより適切かもしれない。

John F. Kerry went from being an also-ran candidate to the presumptive Democratic presidential nominee.

Readers attempting to formulate their own definition of "fringe candidate" may wish to consult Appendix 3. It lists all of the candidates who have received public funding, their party affiliation and the amounts they received.

perennial は lasting a very long time, or happening repeatedly or all the time ということで、「万年候補」という日本語が頭に浮かぶ。

A perennial candidate is one who frequently runs for public office with a record of success that is either infrequent or non-existent. Perennial candidates are often either members of minority political parties or have political opinions that are not mainstream. They run not with any serious hope of gaining office, but in order to promote their views or themselves.
