第四身分とは何か (fourth estate)

かつて世界史の授業で、 フランス革命にからんで Abbe Sieyes の「第三身分とは何か」（英訳 "What is the Third Estate?"） について習った。数の上では圧倒的多数ながら一番身分の低い平民階級 commoners のことだそうだ。そして現代では、the fourth estate という表現を見ることがある。これは何を指すのだろうか。

The media, history, and many Americans describe the press as the Fourth estate, the fourth branch of government. We believe the Executive, Judicial and Congressional branches of government check and balance each other, and that the fourth branch, the press, attempts to keep the other three honest, accurate and transparent.

この例にあるように、「マスコミ」「マスメディア」のことである。Wikipedia の説明によれば、初出は19世紀初めにまでさかのぼるのだそうだ。

The term Fourth Estate refers to the press, both in its explicit capacity of advocacy and in its implicit ability to frame political issues. The term goes back at least to Thomas Carlyle in the first half of the 19th century.

ついでだが、media は medium の複数形で、「マスメディア」「マスコミ」を意味する場合には、通常 the をつけ複数扱いにするが、単数扱いにする例も増えているらしい。また、個々のマスコミ媒体を指すときには、複数として medias という言い方も出てきているという。理屈からいえばおかしいが、これが言葉というものなのだろう。

メディアということでさらに連想したのが、デビッド・ハルバースタムのノンフィクション "The Powers That Be" である。この本については以前少し触れたことがあるが、「メディアの権力」という邦題がつけられたこの原題は those who hold effective power in a system or situation という意味の慣用表現である。

新約聖書の「ローマ人の手紙」 The Romans にある "Let every soul be subject unto the higher powers. For there is no power but of God: The powers that be are ordained of God." （欽定訳）から来ているということだ。
