誰が見張りを見張るのか (Who watches the watchmen?)

最近出版された「こんなに使える経済学」という新書本を読んでいたら、次のようなくだりがあった。ここから連想したのが、ラテン語に由来する「監視者を誰が監視するのか」という言葉である。手持ちの辞書には載っていないが、英文でもたまに目にすることがある表現だ。

「こんなに使える経済学」にあった文章とは、

従業員が完全に不正行為をしないようにするためには、従業員が不正行為をしていないかを常に監督する人を横につければいいが、その監督している人が正しく監督しているかどうかを調べる人をまたつけなければならない。

そして連想した言葉とは、古代ローマの詩人ユウェナリスの作品「風刺詩」に書かれているというもので、

Quis custodiet ipsos custodes? is a Latin phrase from the Roman poet Juvenal, variously translated as "Who watches the watchmen?", "Who watches the watchers?", "Who will guard the guards?", "Who shall watch the watchers themselves?", or similar.

続いて、世界の通信を傍受しているアメリカの National Security Agency (NSA、国家安全保障局) についての記事から。

その NSA を描いた小説が、「ダ・ヴィンチ・コード」の作家ダン・ブラウン Dan Brown の "Digital Fortress" で、次のようなくだりがある。

Becker shook his head. "No. It reads, 'Quis custodiet ipsos custodes.' It translated roughly to --"
"Who will guard the guards!" Susan interrupted, finishing David's sentence. （中略）
"It's from Satires from Juvenal," she exclaimed. "Who will guard the guards? Who will guard the NSA while we guard the world? （後略）"

さらに、私は読んだことはないのだが、映画化が予定されているアメリカン・コミックスの話題作「ウォッチメン」 Watchmen も、ここから取ったという。つまり、よくあるような、スーパーヒーローの名前をタイトルにしたものではないわけだ。

The title Watchmen is derived from the phrase Quis custodiet ipsos custodes?, from Juvenal's Satire VI, "Against women" (c. AD 60-127), often translated as "Who watches the watchmen?"（中略）

Juvenal was credited with exposing the vice of Roman society through his satires, and in a similar fashion, Watchmen examines the trope of the costumed adventurer or superhero by examining the human flaws of its "superhero" characters in lieu of the traditional comic book focus on its characters' strengths.

余談だが、私がこの表現に最初に出会ったのは、これまでも何回か取り上げているテレビドラマ "Star Trek the Next Generation" で、"Who Watches the Watchers" というエピソードがあったからだ。ラテン語に由来するまとまった言い回しだと知ったのは、さらに後のことだったが。

なお、ユウェナリスの名前は世界史などで習った記憶はないが、よく知られている「パンとサーカス」「健全な肉体に健全な精神が宿る」といった言葉を考えた人だそうだ。
