テロとヘミングウェイの「氷山の理論」 (iceberg theory) [ニュースと英語]
またもテロが起きた。先日のイスタンブール、そして今回のブリュッセル、どちらも過去に訪れた際の記憶から「現場近辺を通ったことがあるはず」と思っただけに、驚きもひとしおである。
今回の事件についてウェブで読んでいたら、"iceberg theory of terror plots" 「テロ計画の氷山理論」という言葉が出てきたので、興味を持った。
BBC の "Brussels explosions: Why has Belgium's capital been attacked?" というタイトルの記事である。
- After the Paris attacks, US counter-terrorism expert Clint Watts wrote of the "iceberg theory of terror plots": for every attacker, there were usually several others helping to facilitate the plot, but what one saw was just the tip of the iceberg.

つまり、一人のテロ犯の背後にはその犯行を支援する複数の人物がいて、全体像は見えない。見えるのは氷山の一角であり、万全なテロ対策がいかに困難かを示している、というわけである。
ワッツ氏本人が去年のパリ同時テロ直後に発表した原文もウェブで見つけることができた。その一部を引用しよう。
- In the ocean, icebergs are known for their hidden size: What one sees above the water usually presents only 10 percent of the iceberg’s total mass, the other 90 percent lurking under the water.
The same might be said of terrorist plots: For every attacker, there are usually three to four additional people who helped facilitate the plot by providing weapons, safe passage, reconnaissance, communication, and coordination. （中略）
The iceberg theory of terrorist plots suggests we should look for two, three, or possibly four dozen extremist facilitators and supporters between Syria and France.

「イスラム国」が犯行を認めたという今回のテロでは、不特定多数の人が集まる空港と地下鉄の駅が狙われた。空港での爆発は出発ロビーで起きたという。空港は警備やチェックが厳しいはずだが、それは飛行機に不審な人やモノを入れないためであり、誰でも利用できるロビーについては空港も脆弱な「ソフトターゲット」であることになる。。今回の事件は、解決至難なセキュリティ上の問題を見せつけたともいえそうだ。
ところで、この "iceberg theory" という言い方は決まったフレーズとしては辞書に載っていないが、他にも使われていそうな気がして調べてみたら、作家のヘミングウェイがまさにこの言葉を冠した文学理論を唱えていたことを知った。文学に詳しい人にとってはおなじみなのかもしれないが、へえっと思った。
Wikipedia にはこの項目が設けられていて、次のような説明があった。
- As a young journalist, Hemingway had to focus his newspaper reports on immediate events, with very little context or interpretation. When he became a writer of short stories, he retained this minimalistic style, focusing on surface elements without explicitly discussing underlying themes. Hemingway believed the deeper meaning of a story should not be evident on the surface, but should shine through implicitly.

つまり、言いたいことをすべて言葉で書き表すのではなく、必要最小限に切り詰めた表現によって伝えるようにする、水の上に出ている部分だけを見せて、水面下を含めた氷山全体を読者に感じさせるべし、ということらしい。
何となく「行間を読ませる」ことを想像したが、そうすると俳句を含め日本人が得意な表現手法にも通じるようにも思う。しかし一方で、ヘミングウェイといえばドライで即物的というイメージがあり、日本的なコミュニケーションとはむしろ対極的な感じもする。どう考えればいいのだろうか、文学にうといので私にはどうもわからない。
まあそれはともかく、「氷山（の一角）」はたとえ方としてわかりやすく、英語でもいろいろ応用がききそうな表現である。
