lap dog 「他人にへつらう人」「おべっか使い」「腰巾着」 （トランプをマスコミは監視できるか） [アメリカ政治]
ヒラリー・クリントンと wonk という単語の関係について先日取り上げたが、そこで引用したコラムニストが書いた別の記事に、トランプ次期政権に対するマスメディアの役割について watchdog と lapdog を対照的に使っていたくだりがあった。おもしろいと思ったのでメモしておこう。
先日引用した記事と同じくジャーナリストの Nicholas Kristof 氏が、ドナルド・トランプの当選後に「ニューヨーク・タイムズ」紙に寄稿したオピニオン記事に出てきたものだ。
- One crucial check could be the news media -- if we are up to it. I’ve been very critical this year of the role that we in the media, especially cable television, played in Trump’s rise. We need to be watchdogs, not lap dogs.

先日取り上げた記事 "5 Reasons to Vote Trump" （これは反語）のように、Kristof 氏は反トランプの論陣を張ってきた。今回の記事のタイトルも、単純に「トランプにやらせてみよう」「トランプのお手並み拝見」と言いたいなら Give Trump a Chance でよさそうだが、そうなっていないところに無念さがにじんでいるように感じられるのは、私の限られた語学力による思い込みだろうか。
また、今回の選挙での既存マスメディアの体たらく、だらしなさを認めていながら、一方で「マスメディアは新政権の check 役を果たすべき」と言いたいようなのは、ちょっと虫のいいような感じもした。なおこの英文の内容を考えると、check に「点検、検査、調査」のほか「抑制、阻止」という意味がある（というか、こちらの意味のほうが先に生まれた）ことが見えてくるように思う（参考→ 「チェック」ではない check）。
さて本題である。まず watchdog はニュース記事ではよく目にする単語で、「番犬」になぞらえて「見張り番」「お目付け役」「監視者」の意味で使われる。たとえば核開発の監視・査察にあたる国際機関 The International Atomic Energy Agency （国際原子力機関）はよくこの単語で表される。
- The global nuclear watchdog, the IAEA, has ended its 12-year investigation into concerns that Iran might be developing nuclear weapons.

- The IAEA -- the U.N. nuclear watchdog organization -- released its report assessing Iran's compliance with an agreement with foreign powers, including the United States and the European Union.

一方、lap dog （あるいは一語で lapdog） は膝の上に載る「小型の愛玩犬」のことだが、転じて「他人の言うことに黙って従う人、言いなりになる人」というネガティブな意味でも使われる。
- 1. a pet dog that is small enough to be carried
2. (disapporving) a person who is under the control of another person or group
SYN poodle
(OALD)
上記のように同義語として犬のプードルがあげられているが、そちらの単語を見るとイギリス英語の用法とある。そういえば、イラク戦争の時にイギリスの首相だったトニー・ブレアが、第４３代ブッシュ大統領に追従するポチ呼ばわりされていたのを思い出して調べてみると、lapdog といっしょに使った例があった。
- Dismissing Blair’s sympathy for the American president’s military strategies as misguided, the mass-circulation Mirror newspaper has taken to referring to the prime minister as “the president’s poodle.” “We didn’t do so lightly -- but the truth is the prime minister has done nothing but play lapdog to the Washington Red Neck,” Mirror editors wrote in an editorial that appeared Friday morning. “Whenever Bush has barked, Mr. Blair has rolled over with his legs in the air."

後につく前置詞はto に限らないようだ。他の例をもう少しあげよう。
- No-one is accusing the Iraqi Prime Minister of being a poodle or a lap-dog for anybody. He's actually condemned what he calls " Israeli aggression against Lebanon".

この言葉を「ごますり」と考えると、おなじみ？の apple-polisher が頭に浮かぶし、他にも難しげな sycophant、俗語ならちょっとキタナイ感じがする ass-kisser とか brown-nose (brown-noser) 、また suck-up など、類義語がいくつかあるのは、やはりこうした人がいるのが人間社会だからだ、ということになるのだろう。
