unknown unknown 「知らないということに気づいていないこと」 [辞書に載っていない表現]

前回引用した serendipity についての記述があった本 The Unknown Unknown だが、このタイトルは以前から使われている言い回しを利用したものだ。ブッシュ政権の時にドナルド・ラムズフェルド国防長官が使った言葉が元になっていると本文に書かれている。

長官の言葉はこの本の中で紹介されているが、ここではアメリカ国防総省の公式サイトから引用しよう。

時は2002年2月、イラク戦争が始まる1年前のことで、イラク政府から大量破壊兵器がテロリストの手にわたっている可能性について記者の質問に答えたものだ。

- Q: ... is there any evidence to indicate that Iraq has attempted to or is willing to supply terrorists with weapons of mass destruction? Because there are reports that there is no evidence of a direct link between Baghdad and some of these terrorist organizations.

Rumsfeld: Reports that say that something hasn't happened are always interesting to me, because as we know, there are known knowns; there are things we know we know. We also know there are known unknowns; that is to say we know there are some things we do not know. But there are also unknown unknowns -- the ones we don't know we don't know. And if one looks throughout the history of our country and other free countries, it is the latter category that tend to be the difficult ones.

物事には、「自分が知っていると知っていること」、そして「自分が知らないということを知っていること」、さらには「自分が知らないということを知らないこと」がある、とラムズフェルド長官は言っている(もっといい訳ができたらいいのだが、どうもうまくいかない)。

未知であるとの認識がないことには手が打ちようがない、知らないということ自体がわかっていないのであれば事実上お手上げだ、ということになるだろうか。そんな懸念からアメリカはイラク戦争に踏み切ったのかもしれないが、多大な犠牲を払った末、結局のところ大量破壊兵器は発見されなかった。

Wikipedia の下記ページの記述によると、こうした考え方や表現はラムズフェルド長官が最初ではなく、それ以前から使われていたという。イラクの大量破壊兵器という耳目を集める問題について長官が使ったことでさらに広まったのかもしれない。

今回読んだ本の中で、著者がこの表現を使っている部分をいくつか抜き書きしよう。

- All of these (中略) were chance encounters with Mr Rumsfeld, or, more precisely, with his idea of the unknown unknown. I would never have known to look for them. If I had been sitting at my computer, I wouldn't have known to search for them. I had to go outside. I had to let the element of chance in.

- The internet takes your desires and spits them back out at you, consummated. You search, you put in the words you know, the things that were already on your mind, and it gives you back a book or a picture or a Wikipedia article. But that is all. The unknown unknown must be found elsewhere.

実は私が今回の本を見つけたきっかけが、他ならぬラムズフェルド長官だった。彼の後任でオバマ政権でも留任したロバート・ゲーツ元国防長官の回顧録を少し前から読んでいるが、その関連で前任のラムズフェルド長官についてネットを見ていたら、たまたま上記の言葉を知り、そこからこの本のタイトルを見つけたのだった。

その意味で、この本を知ったのは前回書いた serendipity にあたるといってよいのか、著者は本屋での偶然の出会いを強調しているが、ネットも unknown unknown との出会いではまんざら捨てたものではないのではないか、いや、今回の本との出会いは偶然のようでいて実は known unknown の範疇に入るのだろうか、などと考えていたら頭がこんがらがってきてしまった。
