bump stock 「バンプストック、銃の連射装置」 (ラスベガスで銃乱射事件) [ニュースと英語]
ある出来事をきっかけに、それまでまったく知らなかった単語に出会うことがある。先週起きたアメリカ史上最悪の銃乱射事件でひんぱんに目にするようになった bump stock も私にとってそんな一例だ。
半自動小銃は弾丸一発一発を撃つのに毎回引き金を引く必要があるが、このアタッチメント (add-on) を取りつけると、まるで自動小銃のように立て続けに速射できるようになるそうだ。
こうした連射・速射を bump fire といい、それを可能にする装置が bump fire stock あるいは bump stock である。下記の記事によれば Slide Fire という商品名でも知られているという。
英和辞典はもちろん英語圏のオンライン辞書にも見当たらなかったが、新語だからではなく、一種の専門用語、業界用語ということなのだろう。

ここでの stock は「銃床」という意味である。また、bump （ぶつかる、突き当たる）が使われていることについて上記の記事は、

ネットにはいくつも関連の動画がアップされていて、それを見ればどんな補助装置なのか何となくわかる。
アメリカでは自動小銃を一般市民が所持することは禁じられているが、半自動小銃や「バンプストック」はいずれも合法だという。そこで、
- "That is just a huge loophole that allows you to convert a weapon into something that is like an automatic gun," Rep. Dina Titus, a Nevada Democrat, told CNN.

今回の犯人スティーブン・パドックは「法の抜け穴」を突いたことになるが、今までこれが問われなかった、あるいはたいして問題視されなかったらしいのが私にはむしろ不思議に思える。
また、こうした大量殺人は起こるべくして起きた、あるいはこれまで起こらなかったことの方が不思議なほどだ、というのは不謹慎かつ素人の考えだろうか。
そして、今回の事件をきっかけにアメリカ議会などから「バンプストック」の規制をめざす動きが出ている。しかも驚いたのは、銃擁護で有名な（悪名高い？）「全米ライフル協会」もそうした動きを支持する姿勢を見せていることだ。
しかし一方で、別の銃関連団体は規制強化に反対を表明したという。
- The bipartisan call to ban or better regulate “bump stocks” after the Las Vegas gunman appeared to use them to boost his arsenal’s lethality is facing some resistance from gun-rights advocates, even as the National Rifle Association opens the door to new rules.
Gun Owners of America, a nonprofit lobbying group, announced its opposition Thursday to any such restrictions.

アメリカ開拓の歴史とともにあった銃の存在が、社会および市民（の一部）にいかに深く根づいているかは、非アメリカ人にはなかなか理解できるものではないようだ。今回のような大変な事件が起きてもなお、銃の全面禁止はまず実現しないだろう。
BBCの解説記事は、トランプ大統領のコメントと映画「カサブランカ」に引っかけて、こう結んでいた。
- Mr Trump, in comments as he left the White House for Puerto Rico, said "we will be talking about gun laws as time goes by".
As time goes by. As that song from the film Casablanca says, it's still the same old story.
