on the cusp of 「移行期にある」「～しようとしている」 （トランプ、イラン核合意から離脱表明） [ニュースと英語]
今回は久しぶりにニュースの英語から。子どもにもわかるようなやさしい言葉を使うといわれるトランプ大統領だが、きょう行ったイラン核合意からの離脱表明には、やや難しげな on the cusp of という表現が出てきた。
演説では、「合意には欠陥があり、イランの核開発を阻止できない」と指摘するのに "rotten structure (of the current agreement)" とわかりやすく生々しい言葉も使っていたが、それに続く部分では、
- The Iran deal is defective at its core. If we do nothing, we know exactly what will happen. In just a short period of time, the world’s leading state sponsor of terror will be on the cusp of acquiring the world’s most dangerous weapons.

と述べていた。
辞書で cusp を見ると、いろいろな意味が列挙されていてややこしいが、私が持っている英和辞典のうち、一番わかりやすくまとめていると思ったのが電子辞書にある「ルミナス英和辞典」で、
- （歯・葉・三日月などの）先端、（二曲線の出会う）尖点；転換点、境目
ついでに英語圏の辞書を引用すると、
- 1. a pointed end where two curves meet.
each of the pointed ends of the crescent moon.
a cone-shaped prominence on the surface of a tooth
(中略）
3. a point of transition between two different state:
those on the cusp of adulthood
(COD)
そして上記の用例に出てきた on the cusp of だが、別の辞書には、
- to be at the time when a situation or state is going to change
The country was on the cusp of economic expansion.
(LDOCE)
と記載されている。その他の辞書には
- on the cusp of change
- on the cusp of new era
といった例が載っている。
of 以外の前置詞もまとめた on the cusp の記述としては、
- (…の)まさに始まろうとする時期で (of)；
(AとBの)境界で (between A and B)；
(AからBへの)過渡期で (from A to B)
(リーダーズ英和辞典)
があった。cusp を「２つの曲線がつながるところ」ととらえると、それぞれ何となくイメージがわいてくるように感じる。
私の学習メモから、以前読んだ本で拾った on the cusp between の実例を。
- Ankara was the diplomatic capital of Turkey, but major powers kept embassies in Istanbul, on the cusp between Europe and Asia; this was where the serious spying was done.

トランプ大統領の演説のあと、イランのロウハニ大統領は「イランは合意にとどまる」と述べたが、一方で、今後の推移によっては核兵器に使える濃縮ウランの製造再開も辞さないという考えも示した。
これはむしろ、「核開発が国際社会で有効なカードになる」と言っているようにも聞こえ、事態をむしろ逆行させるような気もする。
トランプは今回の演説で北朝鮮についても言及していたが、「やはり核は手放せない」という逆のメッセージを北朝鮮に与えることにならなければいいのだが。
