whistle-stop campaign 「地方遊説」 （アメリカ中間選挙、投票日を迎える）

アメリカはいよいよ中間選挙の投票日を迎えたが、トランプ大統領は直前まで地方での遊説に力を入れて共和党への支持を訴えた。これに関連して、whistle-stop という表現を取り上げてみよう。

こちらから信号を出して合図しないと列車が停まってくれない小さな駅、また、そうした駅があるような小さな街を意味する。

そこで whistle-stop campaign といえば、地方の小さな街をこまめに回って行う選挙運動を指す。

「ワシントン・ポスト」紙の直近の記事は、70年前にこうした選挙戦を行った民主党のトルーマン大統領をひきあいにして、トランプと今回の選挙を報じている。その一部を引用しよう。なお文中の playbook は「（事業や政治活動の）計画、戦略」と辞書にある。

campaign の他には tour がよく使われており、実例を見ると、訪問先は小さな街に限らず、異なった場所を次々に回る、というニュアンスで一般的に使われるようだ。下記の引用はポンペイオ国務長官のアジア歴訪に使われた例で、小国ではない中国が出てくる。

実際、英語圏の学習辞典を見ると、「短期間にいろいろな場所を訪れること」に絞って定義していた。

長くなるので引用はしないが、World Wide Words という言葉についてのサイトに whistle-stop tour の項があり、由来やトルーマン大統領の逸話などが書かれている。それによると、この表現にある whistle は、停車を求める駅からの信号に「了解した」ことを伝えるため列車が鳴らす警笛のことだという。

この表現にふさわしくトルーマンは列車を使って遊説したそうだが、当時でもすでに移動手段は車（そして飛行機）が主流だったはずで、パフォーマンスの意味あいが相当あったのではないかと思う。いずれにせよそんな時代は過去のものとなり、トランプ大統領は飛行機で全米を文字通り飛び回ったが、さて選挙の結果はどうなるであろうか。
