outlier 「部外者」「飛び地」 [アメリカ政治]
前回に続いてトランプ大統領に関係するニュースから取り上げたい。outlier という単語を私は「飛び地」として覚えたが、「主要部分から離れたもの」という意味でいろいろ使われる。今回の記事では「外部の人」という意味で使われていた。
アメリカの連邦議会では、大統領選挙をめぐる選挙人投票の集計が６日に行われるが、ペンス副大統領が上院議長として取り仕切り、結果を認定することになっている。
あくまで儀礼的な役割だというが、選挙で不正が行われ勝ったのは自分だと言い続けているトランプ大統領は「副大統領は不正に選ばれた選挙人を拒否する権限がある」と主張しており、ペンス氏に踏み絵を迫っているようにも見える。
これについて、ペンス氏が「そうした権限があるという見解もあるが、実際にはその権限は存在しないという説明を受けた」とトランプ氏に語ったという情報が伝えられた。

ここでは the White House Counsel's Office と対比して outlier が使われている。副大統領には結果を拒否できる権限があると言っている「外部の人」「部外者」がいるが、身内であるホワイトハウスの顧問からは「そんな権限はない」と告げられた、ということになる。
あくまで消息筋が伝えている内容で、ペンス氏本人が公に述べたものではない。トランプ氏は「権限はあるということでペンス氏と一致している」と、例によって報道を否定している。
そこで実際に副大統領がどのような行動を見せるのかに注目が集まっているが、これをアップする時点で連邦議会にトランプ支持者が侵入して議事がストップするという騒ぎになっている。
outlier に戻ると、冒頭に書いたように私はこの単語をまず「飛び地」として覚え、さらに「本体から離れた部分」というイメージでとらえるようになったが、このように「部外者」「外野」としても使えるのだな、と感心した。

英語圏の辞書にある語義と例文も書き写しておこう。なお発音は /ˈaʊtˌlaɪər/ で、強勢は第一音節にあるが、日本人学習者はこうした単語はとかく後半に強勢を置く傾向があるように思うので、注意したい。

Linguistically (and in some ways genetically, although there has been more mixing in this regard) the Basques are a complete outlier.

なお、他の国に別の国が入り込んでいる領土の「飛び地」や、少数民族の孤立した「居住地」を表すのに使われる enclave という単語があり、ニュースに時おり出てくる。
