Sputnik moment 「ライバルに遅れを取ったという危機感」 [辞書に載っていない表現]
オバマ元大統領が広めたといわれる Sputnik moment という表現がある。中国が極超音速ミサイルの実験を行ったことについて、このほどアメリカ軍のトップが懸念を示した際に使っていた。
自分の方が先んじているはずだと思っていた競合相手に、実は出し抜かれ差をつけられていたことを知って衝撃を受けた際に使われる。
今回の実験は中国が今年の夏に行ったと報じられていたが、ミリー統合参謀本部議長の発言はアメリカ軍として初めて確認したものになるという。開発競争のただ中にあるこの最新鋭兵器は、音速の５倍で飛行し迎撃は不可能だそうだ。

Joint Chiefs of Staff Chairman Gen. Mark Milley, speaking to Bloomberg Television, stopped short of calling the test a "Sputnik moment" but he did acknowledge "it's very close to that."

発言は「a Sputnik moment に極めて近いものだといえる」というので、すばりそのものではないということになるが、こうした言い方で衝撃の印象を薄めようとしているのでは、と思うのは勘ぐりすぎか。
BBCの記事に少し触れられているように、今回の表現は1957年に当時のソビエト連邦が人類初の人工衛星打ち上げに成功したことを下敷きにしている。
打ち上げに先んじられたことは、科学技術開発と軍事面で遅れを取ったことを意味する。「そんなはずでは」とアメリカが受けた衝撃は、日本でも衛星の名前を取って「スプートニク・ショック」と呼ばれている。
冒頭に書いたように、近年この表現を広めたのはオバマ元大統領だそうだ。
2011年の一般教書演説で、中国やインドなどの台頭を背景に、技術開発の振興でアメリカを活性化させると述べた。この時使ったのが、

というもので、決めのフレーズとしてよく取り上げられたという。
