draconian 「情け容赦のない」

コロナ禍で目にする機会が増えたと感じる英単語が draconian である。すでにこのブログで書いたように思っていたが、見直したら違ったので取り上げてみたい。

「極めて厳しい」「厳格な」「過酷な」「厳罰の」ということで、手段や対策、法律などを形容する場合に使われる。

最近では、今月初めの英誌「エコノミスト」で目にした。日本のコロナ対策を取り上げたコラム記事である。

- In some ways, Japan's pandemic policies are normal for Asia, where may places took a draconian approach to keeping out the virus. Yet whereas other countries pursuing zero-covid strategies, such as China and Australia, barred even their own citizens from leaving, Japan created a dual system.

そして、自国民の移動は制限がほとんど設けられていないが、外国人については厳しく制限している、と状況を説明している。「第２の鎖国」と見る人もいる、といったコメントも紹介されているが、想像がつくように、こうした施策は日本のためにはならない、というのがコラム全体のトーンだ。

draconian は、やはり中国のコロナ対策についての記事でよく目にした感がある。たとえば次のような例である。

- Local officials across China have been fired or punished for failing to contain Covid flare-ups. The goal to keep infections at zero has placed tremendous pressure on local authorities -- often sending them into overdrive in imposing unnecessarily draconian measures, sometimes at the disproportionate expense of disruption of daily lives.

辞書には、「古代アテネの執政官ドラコン Draco に由来する」と書かれているが、下記の説明を読むと、そうなったのがなるほどと思えるほどの無慈悲さである。

- Draco is the Latinized form of Greek Drakon, name of the archon of Athens who laid down a code of laws for Athens c. 621 B.C.E. that mandated death as punishment for minor crimes. His name seems to mean literally "sharp-sighted".

- Draconian comes from Draco, the name of a 7th-century B.C. Athenian legislator who created a written code of law. Draco's code was intended to clarify existing laws, but its severity is what made it really memorable.
According to the code, even minor offenses were punishable by death, and failure to pay one's debts could result in slavery. Draconian, as a result, became associated with especially authoritative actions that are viewed as cruel or harsh.

なお発音は /drəˈkoʊniən/ のほか /dreɪˈkoʊniən/ も辞書に記載されていた。
