town and gown 「一般市民と大学関係者（の対立）」 [ニュースと英語]
少し前の英文記事を読んでいたら、town and gown という韻を踏んだ表現に目がとまった。
アメリカの名門大学と教育を取り巻く最近の状況を伝える英誌「エコノミスト」の記事である。
- As challenges from abroad multiply, America’s elite universities are squandering their support at home. Two trends in particular are widening rifts between town and gown. One is a decades-long expansion in the number of managers and other non-academic staff that universities employ.

大学の経営・事務に携わる人たち managers and other non-academic staff that universities employ とあることから、大学の研究・教育者との対比を示しているらしいことがうかがえる。
間違いなくイディオムだろうと思って辞書で town and gown を調べると、次のような記述があった。
- （オックスフォードやケンブリッジなどで、対立するものとしての）一般市民と大学関係者

「ガウン」を「上っ張り」と考えると一般市民のイメージだが、英語の gown はその他に、法律家や聖職者などが着る服、またそれを着る職業、さらに大学関係者という意味もある。

アカデミックな意味も持っているわけで、これに音が重なる town の方を大学関係者に対する一般市民を指すのに使っているのだろう。
辞書にある下記の記述のように、大学のある街、学園都市における一般の人たちと大学関係者（の対立）を指す言葉となっている。ただ冒頭の「エコノミスト」の記事は、もう少し広い意味に取って、一般社会での両者の状況について使っているようにも思える。

There used to be friction between town and gown but the new parking lots have eased it.
The gown in this expression alludes to the academic robes traditional in British universities.

この表現の意味は容易に想像でき、辞書にももちろん載っていますが、実際に使われてきたものなのですね。同じ語句をタイトルにした本も出版されているようです。Amazonでの紹介によれば、６０年代から７０年代にかけて、NYの低所得者地域（inner city)にNY市立大学のキャンパスを設立したころの話のようです。反対の政治圧力に対抗して大学側と住民が協力して維持するという実録みたいです。日本では、某大学がtown & gownというプロジェクトで連携しているという記事もありました。結構な広がりを感じさせてくれます。
