in the pipeline 「準備中で、進行中の」

「流通ルート」を意味する pipeline を前回取り上げたが、連想した表現が in the pipeline である。パイプラインの中を最終目的地に向かって流れているということか、計画などが「進行中で」「作成中の」という意味になる。

自分の学習ファイルには、ボブ・ウッドワードのノンフィクション State of Denial で見つけた実例をメモしてあった。対アルカイダ作戦を策定しているブッシュ大統領（当時）についての描写である。

- Bush had said he didn't want to swat at flies. As they all know, a coherent plan for covert action against Bin Laden was in the pipeline, but it would take some time.

swat a fly は「ハエをピシャリとたたく」。at がついていることもあり、叩くのであれば、有象無象の小物を狙うのではなく、本丸である指導者のビンラディンがターゲットだ、というような意味になるだろう。
