Potemkin village 「見せかけの立派な外観」「取りつくろい」 [固有名詞にちなむ表現]
前回紹介した、ソビエトの衛星「スプートニク」にちなむ Sputnik moment からの連想で、同じくソビエト・ロシアにちなむ表現 Potemkin village について書いてみたい。
都合の悪い事物を覆い隠すために取りつくろった、見せかけだけの立派な外面を指す。
このブログを始めた十数年前、当時のブッシュ政権をめぐるボブ・ウッドワードのノンフィクション State of Denial （邦題「ブッシュのホワイトハウス）について何度か取り上げたが、下記もそれで目にして自分の学習ノートにメモしておいたものだ。
- Negroponte agreed and approached his job as a traditional foreign mission—diplomatic relations with a sovereign country. But he quickly found that even though Iraq had the trappings of a modern government and modern society, most things just didn't work. Transportation was a mess. All the basics were corroded. It was a Potemkin village.

イラクの政府や社会は現代的に見えるが実際にはそうではなく、表面的なものにすぎなかった。戦闘に勝利してフセイン政権を崩壊させたアメリカが直面した実情がそれだった、ということを書いている。なお trappings は「装飾」という意味だ。
Potemkin というと、私が連想するのは20世紀はじめの「戦艦ポチョムキンの反乱」である。といっても、ロシア革命の前触れとなった事件だということを高校の世界史で習い、のちに映画にもなった、というくらいの知識しかない。
しかし今回の表現は village とあるので、この Battleship Potemkin や史実とは関係ないのではないか、そう思って辞書を引くと、
- 不都合な事実（状況）を覆い隠す一見堂々とした外観（1787年エカテリーナ二世のウクライナとクリミア訪問に際し、沿道でボール紙で見せかけの村を作らせたと伝えられるポチョムキン公の名にちなむ）

しかしさらに調べると、戦艦はこの「ポチョムキン公」から取って命名されたというので、間接的には関係があるということに落ち着きそうだ。
急ごしらえの見せかけ、ということで、2008年の北京オリンピック、また2014年のソチ冬季五輪での現地の様子を報じる英文から引用しよう。特に後者はロシアなので皮肉が効いているといえそうだ。
- When it (China) makes grandiose displays and then tries clumsily to stifle all criticism, it leaves itself open to charges of creating a Potemkin Village and raises questions of whether the smiles and air of celebration is real or mere window dressing, to be taken down shortly after the crowds go home.

- The shoddy accommodations, in particular, are sure to feature heavily in every Sochi story you will read from now until the Olympics’ end. They play on an old notion of Russia in the Western imagination: a land filled with Potemkin villages. （中略） Is there some truth to the notion that Sochi was largely constructed as a vanity project — and, yes, a Potemkin village — to please Tsar Putin? Certainly.

この表現のもとになったポチョムキン公の挿話は、何ともお粗末な方法に感じられて「本当だろうか」と思ってしまうが、実際に信憑性が疑われているようだ。引用はしないが、上記 Wikipedia の項目には Historical accuracy という小項目が立てられていて、そのへんのことを記述している。
英語圏の辞書から定義と例文を抜書きしておこう。なお英語での発音は /pəˈtɛmkɪn/ や /pɒˈtɛmkɪn/ で、より原語の音に近いと思われる Potyomkin というスペリングもある。
- something that is intended to deceive people by appearing to be real or impressive, but which is actually non-existent or bad quality; originally a set of buildings with just a front, put up by Grigorii Potemkin to impress Catherine the Great of Russia
Polling officers... were filing phantom results representing Potemkin villages.

最後に余談だが、1987年の映画「アンタッチャブル」 The Untouchables で、赤ん坊を乗せた乳母車が階段を下りていく中で繰り広げられる銃撃戦シーンがあり、最初に観た時に強い印象を受けたが、この「乳母車と階段」は、1925年の映画「戦艦ポチョムキン」で描かれた、ウクライナのオデッサでの市民虐殺場面のオマージュであると後に知った。
さらに後になって、オデッサ市に大階段はあるものの、ここで映画のような虐殺が起きたという史実はなかったと知った。「ポチョムキン」にちなんだ表現と映画は指すものが違っても、どちらも事実と異なるらしいという点で共通点があるというわけである。
